Must Have:

  • Microsoft BI stack including Power BI for analytic reporting solution experience including ETL experience and experience migrating solutions from Oracle/Cognos/Informatica BI

  • Experience leading technical team including BI dashboard developers and assisting architects with documentation.

  • Experience with reviewing/understanding Data Models

  • AODA compliant

Description

Responsibilities:

  • Undertakes the design of BI technology solutions based on the client’s service specifications, standards, policies, best practices and cost models, in order to meet client application business requirement and project/initiative deliverables.

 

General Skills:

  • Knowledge of related best practices, OPS directory/messaging standards, standard infrastructure/architecture management, service delivery processes, infrastructures policies, procedures and direction, cost models and procurement processes,

  • Ability to gather client business requirements; corporate I&IT information mandates, client information technology strategic plans, environment and standards

  • Ability to participate in the development of solutions and provide advice on short/long term solution service development activities.

  • Knowledge of leading edge technologies design criteria, security and recovery procedures, preparation of technical specifications for installation, testing and performance of integrated, multi-services systems; assess performance and capacity of existing system making recommendations for improving performance and develop technical documentation.

  • Experience planning, migrating, implementing and sustaining large complex system development projects

  • Knowledge of technology developments, trends and new products to evaluated application to client short and long term technology requirements.

  • Basic knowledge of project management methodology (e.g. PMBOK), analytical tools and processes.

  • Conceptual and analytical skills to assess and evaluate client needs and conduct cost/benefit analyses for new technology requirements in planning and designing solutions.

  • Experience with systems evaluation to assess conditions, technical performance and capacity of existing systems and determine need and feasibility of expansion, renovation or replacement

Deliverables:

  • Complete work and achieve milestones within the assigned deadlines;

  • Work on conversion of older reporting solution involving R scripting to ETL for use in Microsoft BI reporting stack

  • Consult with clients and manages business analysis in order to assess clients' business problems/opportunities and to identify business and technology solutions suited to client needs

  • Develop realistic backlog management process and contribute in preparing overall project schedule;

  • Ensure defined Change Management Process is followed for any change from agreed scope, schedule, or quality;

  • Liaise with IT specialists and unit leads and work closely with support team members and relevant stakeholders;

  • Notify the cluster/ministry project manager in writing of any issues or other material concerns related to the assignment deliverables, as soon as the he/she becomes aware of them;

  • Participate in discussions with Infrastructure Technology Services (ITS), Cyber Security Branch (CSB), Centre of Excellence for Accessibility and Information Privacy and Archives (IPA) Office to ensure the application remains compliant with all applicable GO-ITS Standards;

  • Participate in discussions with the business regarding any changes required to business and system requirements;

  • Participate in working groups and client interviews to define and document needs, processes and problem resolution;

  • Perform daily tracking, reporting and facilitating resolution of issues and risks for all project activities;

  • Provide analysis covering systems requirements, screen design, workflow design, gap analysis, testing, and change management in support of any application changes;

  • Provide clarification to designers, developers, and testers at various stages of SDLC to ensure that any changes or enhancements are fully regression tested and validated;

  • Provide input in creation of change requests;

  • Provide knowledge and skill transfer to a designated cluster/ministry staff;

  • Provides expertise and assistance to cluster functional areas and external service providers in delivering effective technology solutions to clients;

  • Submit deliverables for the cluster/ministry approval;

  • Support the analysis of existing business processes, design and recommend process improvements to effectively harness the benefits of using the application(s);

  • Work closely with the director, managers, and staff on issues and business needs;

  • Work collaboratively with other groups to ensure optimal integration;

  • Comply with the Ontario government and the cluster/ministry’s guidelines, standards and procedures such as:

  • architecture/technology standards and best practices

  • conflict of interest and confidentiality guidelines

  • security procedures and practices

  • Ontario Government I&IT Directive, operational policy on the I&IT project gateway process; and

  • other applicable guidelines, standards and procedures.

Experience:

  • The candidate should have 10+ years of experience in the following:

  • Demonstrated experience in performing gap fit analysis and impact analysis

  • Demonstrated development and solution design experience in an environment where SQL Server, Oracle, SSIS/ADF, SSAS, Power BI are used together

  • Experience leading projects that involve technology upgrade/migration to Microsoft BI Suite; determine which part of existing solution needs to be migrated or rebuilt

  • Experience with data architecture designs and technologies for BI solutions, for both on-premise and cloud solutions

  • Experience with role-based access control implementation, such as with AzureAD

  • Extensive experience with source control and environment management

  • Demonstrated experience designing and developing for WCAG AA (AODA) compliance in web applications

  • Demonstrates development and solution design experience with technology, data, databases, statistics, applications, and networking techniques, tools and practices that enables the candidate to lead the design and development of business intelligence projects

  • Demonstrates experience in working with and analyzing large and diverse data sets, data visualization, KPI development and data profiling to identify relationships and themes

  • Experience Designing Data warehouse components and ETL Scripts

  • Experience with R scripts and converting requirements from R Scripts into ETL Scripts would be a strong asset.

  • Working experience in debugging mappings, transformations and source qualifier files and Unit testing the newly developed ETL components

  • Demonstrate experience in the analysis and planning for the modernization of large, complex multi-platform, multi-tier information technology systems;

  • Demonstrate skills and experience with documenting deliverables outlined in the Deliverables section;

  • Experience supporting business users working on projects or programs involving multiple highly inter-dependent applications and/or data sources;

  • Experience with requirement management, quality assurance, and change management tools.

  • Experience working with both the business users and IT development teams to ensure business requirements are properly reflected in the system design and technical specifications;

  • Extensive experience with GO-ITS standards;

  • Knowledge and experience with OPS corporate gating and enterprise architecture checkpoints processes; and

  • Experience developing solutions involving technologies such as Informatica, SSIS, Oracle DBMS, MSSQL, Cognos, Microsoft BI, GO-Secure, PKI, and data encryption.
