Must Haves:

  • ·         10+ years of experience in leading strategic and tactical large scale I&IT business solution projects covering OLTP and OLAP technology domains

  • ·         10+ years of experience in developing large I&IT capital and operating project budgets based on multiple funding channels

  • ·         10+ years of experience in supervising and providing leadership/guidance to project, operational teams, business clients and vendors 

  • ·         10+ years of experience in project governance and other related activities such as managing architecture reviews and approvals.

  • ·         Excellent experience in SDLC Methodologies, Agile, SCRUM, SDLC / Waterfall

Description

  • ·         Provide project management of large scale, multi-partner/organization, multi-ministry/cluster, multi-year projects for I&IT initiatives relating to new business solution development, business solution renewal and modernization, and post-implementation operational support

  • ·         Provide direction, strategic and technical advice to peer I&IT project managers and leaders, senior management, clients and stakeholders regarding I&IT project planning, I&IT solution options, I&IT development and implementation approaches, risk/issue management and other matters related to I&IT project execution

  • ·         Develop and manage I&IT capital and operating budgets of large magnitude and forecast changes; oversee budget control, monitoring and administration

  • ·         Manage the procurement process to acquire financial, material and human resources for I&IT projects and negotiate service agreements

  • ·         Lead the development and execution of project communication plans for clients and stakeholders.

  • ·         Respond to and manage production incidents pertaining to branch supported solutions including stakeholder engagement, issues management and initiation and management of operational improvement projects

  • ·         Develop systems performance measures, lead systems testing and evaluation and ensure systems, solution changes and infrastructure renewals are implemented according to established budgets, schedules, and processes

  • ·         Provide leadership and guidance to project teams

  • ·         Produce design artifacts and documentation which will allow future support of the implemented solutions

Experience and Skill Set Requirements

Program and I&IT Project Management Knowledge and Skills - 50%

  • ·         10+ years of experience in leading strategic and tactical large scale I&IT business solution projects covering OLTP and OLAP technology domains

  • ·         10+ years of experience in developing large I&IT capital and operating project budgets based on multiple funding channels

  • ·         10+ years of experience in supervising and providing leadership/guidance to project, operational teams, business clients and vendors

  • ·         10+ years of experience in project governance and other related activities such as managing architecture reviews and approvals.

  • ·         10+ years of experience in analyzing I&IT project and operational environments to identify potential risk events and issues, articulate, prioritize and implement recommended mitigation strategies

  • ·         Procurement knowledge and skills to support policies and practices in the acquisition of business solutions, development and operational support tools, and project staff

  • ·         Excellent experience in SDLC Methodologies, Agile, SCRUM, SDLC / Waterfall

  • ·         Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations

Consultation, Communication, and Collaboration Skills – 25%

  • ·         Ability to consult with clients to build an understanding of their business environment, challenges and needs to identify I&IT solutions and advise on technical issues, and provide recommendations to management/staff regarding most effective system solutions and strategies

  • ·         Ability to deliver presentations to clients, stakeholders, senior management, and governance boards

  • ·         Experience in fostering an effective working environment for staffs, developing and maintaining positive working relationships with other I&IT partners and vendors providing services to projects and operational support

  • ·         Experience in effectively managing issues impacting the solutions environment including escalations to senior management

 

Technical Knowledge – 20%

  • ·         Knowledge of the I&IT systems life cycle including analysis, business case development, solution optioning, design techniques, systems development methodologies and tools, testing and implementation to plan/manage large scale multi-year I&IT projects covering OLTP and OLAP technology domains

  • ·         Knowledge of industry technology trends, standards, processes and strategies to direct resolution of analysis and design challenges, define project scope, recommend solution options and ensure project compliance and system integration while ensuring that critical business and operational support objectives are met

  • ·         Knowledge of operational system environments to support identification and troubleshooting of operational issues and incidents, impacts of infrastructure and solution changes, and identification and recommendation of changes to improve solution performance and stability

  • ·         Experience in dealing with financial transactions and fraud detection techniques is nice to have

OPS Experience – 5%

  • ·         Familiar with OPS Enterprise Architecture artifacts (or similar) and has ability to produce technical documentation which comply with industry standard practices

  • ·         Knowledge of Project Management Institute (PMI) and OPS I&IT project management methodologies

  • ·         Experience with OPS Health related projects
